Heierli Consulting Engineers (S) Pte Ltd / HCE has been operating in Singapore since its incorporation in 1993 (UEN ID 199303407W).
HCE has the expertise and vast experience having had provided a broad spectrum of security risk and protective design consultancy services to numerous local and overseas clients comprising government agencies, the public and commercial sectors in the field of civil defence, embassy and critical infrastructure protection, security by design projects including TVRA (threat vulnerability risk assessment).
Our professionals are registered Competent Person (CP) in regard to SPS CPS IPA (The Infrastructure Protection Act).

For more than three decades HCE had completed a wide spectrum of security risk and blast protective design projects including Greenfield and Brownfield Security by Design projects, working together with local and overseas clients as well as leading design teams (planners, architects, C&S professionals, and others). We are proud to be part of the design team (HCE was engaged as Security by Design Consultant) for the iconic Singapore International Cruise Terminal (renamed Marina Cruise Terminal) project, and other projects that include data centres, electrical substations, critical infrastructures and key installations.
Specific to TVRA consultancy services for data centres and financial institutions in compliance with The Monetary Authority of Singapore (MAS) Technology Risk Management requirements, HCE had completed extensive projects in Singapore, Malaysia, Hong Kong, Middle East and Europe.
